Initially I would try:
COUNTRY DANGER ESCAPE-person
For later references within the same conversation I would probably shorten it to ESCAPE-person

To show plural (refugees), I would replace the person/agent suffix with the group (uninitialized) suffix.

Thank you so much for your response. I was thinking lost person, but that didn't seem right. Or homeless, but that was not right either.
