It is also the same as "toothbrush" - there is a noun/verb pair like "chair" and "sit"
The last time I took Carson to the ped, she was trying to look at his throat, but he wouldn't open his mouth--just clamped those lips up tight! She and I asked him to please open his mouth, but he wasn't about to. He sometimes does that when it's time to brush his teeth, so I said, "It's just like 'brush teeth,' Carson . . . " and I signed BRUSH TEETH. And he opened right up! That was pretty handy . . .

I think BRUSH TEETH will be upcoming (on vol 10-13, don't know which)... but it's just with the pointer finger acting like a toothbrush.

Or is it just the animation of Hopkins, Alex and Leah brushing teeth?

It is on Baby Signing Time. If Alex Leah and Hopkins are doing it, it is likely to be the right sign. I don't think ST! would set out to confuse kids!
